Bay Bulls Marine Base is a privately owned full-service offshore-oil shore base operated by Pennecon Limited on a ~16-acre rock-fill waterfront in Bay Bulls, the closest ice-free, deep-water port to the Grand Banks oil fields. It provides marine terminal services to the major Newfoundland offshore developments — Hibernia, Terra Nova and White Rose — including mobilization/demobilization, loading and discharging of vessel cargo, and repair and upgrade of ocean-going vessels and offshore drill rigs (mobile offshore drilling units). The site has multiple berths able to accommodate two large-scale projects simultaneously and a reinforced concrete pad for cable spooling for deepwater mooring projects, with direct sea access and highway links to St. John's (about 20 minutes away). It is complemented by Pennecon Energy Grand Banks Warehousing, a 30+-acre laydown/warehousing and inspection facility located about 3 km from the marine base.
