The Newfoundland Transshipment Limited (NTL) terminal at Whiffen Head, on Placentia Bay near Arnold's Cove, is a crude-oil transshipment facility in service since October 1998. It receives crude oil produced by Newfoundland's offshore fields — Hibernia (1998), Terra Nova (2002), White Rose (2007) and Hebron (2017) — delivered by suezmax shuttle tankers, then stores it and loads it onto smaller conventional tankers for export to markets along the eastern seaboard of Canada, the US and the Gulf of Mexico. The terminal has two main jetties and 3.3 million barrels of storage capacity across six tanks, supported by two NTL-operated tugs (Placentia Pride and Placentia Hope). It sits on Placentia Bay, one of the world's largest and deepest navigable bays and among Canada's largest ports by tonnage.
